History
Dr. Ray Palmer
Ray Palmer was a scientist working for Cadmus. He and his colleagues were working on a superpower formula. Eventually it was complete and Ray pitched it to General Eiling. He liked it and told Ray he will be part of the experiment.
Men of War
Ray, along with Ralph and Sue Dibny, Jackson Adobe, and Gregory Smart, were each given a different chemical formula, so they each gained different powers. Ray was given the ability to shrink to microscopic size. They became the Men of War, the government controlled super-team.
