Owen's father, Digger Harkness was Captain Boomerang before him, but Owen never knew this when he was growing up.

Eventually his evil heritage caught up with him. Owen became a bank robber, but he was stopped by the Flash. While he was in jail he learned of his father's past. He broke out and became the new Captain Boomerang.
